Building on protocols established in previous years, the 2025 fair has rolled out a comprehensive security plan, headlined by a strengthened chaperone policy, to ensure a family-friendly and secure environment for all attendees.
The 2025 Kentucky State Fair Unveils Enhanced Security Measures and Chaperone Policy
Fair officials have made it clear that the safety of fairgoers is the top priority. The enhanced security measures are a proactive response to past incidents and a commitment to keeping the annual tradition a welcoming event for everyone.
These efforts include a significant investment in a new security camera network, providing “eyes all throughout the facility” to complement the increased presence of law enforcement on the ground.
The most prominent change for many families is the updated Minor Attendance Policy. While fairgoers under 18 have required a chaperone at certain times in the past, the 2025 policy has expanded its reach. Here are the key details of the chaperone policy:

- Weekdays after 6 p.m.: Fairgoers under 18 years old must be accompanied by a chaperone who is at least 21 years of age or older.
- All day on weekends (Friday through Sunday): The chaperone policy is in effect for all hours of operation.
To enforce this, all fairgoers are subject to ID checks at the entrance gates. A valid photo ID with a birth date is required for anyone who will be acting as a chaperone. Acceptable forms of identification include a driver’s license, non-driver ID card, passport, visa, or military ID.
The policy also specifies a chaperone-to-minor ratio. Each adult can only chaperone a group of up to six minors. For larger groups, an additional chaperone is required for every six minors. This measure is designed to prevent large, unsupervised groups of young people that have been a source of disruption in the past.
Furthermore, the policy strictly prohibits “drop-offs.” Chaperones are required to remain at the fair with their minors. Any adult who drops off a minor, even if their own admission fees are paid, is in direct violation of the policy.
Officials have stated that any misbehaving minor will be taken to a Lost Children Center to be reunited with their parent, guardian, or chaperone, and failure to comply with the policy will result in immediate dismissal from the property.
